Two teams, three layers, one stack

Experiree and Gemast operate as a single integrated practice for waste management and circular economy work. The reason is structural: a serious reform needs governance, implementation, and technology working together. We bring all three under one engagement.

Governance, policy, regulatory architecture

Experiree leads on national strategy, policy instruments, regulatory frameworks, performance indicators, and institutional capacity building. The methodology was built advising governments and international organisations (World Bank, ITU, UN, European institutions) on national strategy and critical infrastructure governance. The same architecture transfers directly to waste sector reform: cross-ministerial coordination, mandates, measurable indicators, the translation of policy into operational reality.

Project management and implementation

Gemast leads on implementation. Almost two decades of advisory operations, with a vertical track record across waste management, circular economy, green digital, and applied AI. The team has programs from feasibility through deployment, including 15 years of direct industrial experience around asset management, process digitisation, maintenance strategy, supply chain coordination. A dedicated AI and software unit applied machine learning to waste operations

layer 03 · technology

R4: a digital platform for waste operations

Gemast built and currently operates R4 Monitoring, a digital platform for waste assets and fleets' management (compactors, containers, trucks, cranes, etc.), monitoring, and circular economy operations. R4's capabilities are made available to clients through Gemast. The result is a vertically integrated stack that goes from national policy to live operational platform.

We deploy the digital and operational layer that turns the reform into a system ministries can run. Data architecture, AI integration, operational and maintenance management. We deploy R4 where required.
